Bill concentrates his practice in insurance law, representing insurers and agencies in business transactions, regulatory issues and enforcement matters. He represents major life and casualty insurance companies, mutual insurance companies, fraternal benefit societies and insurance associations before the Pennsylvania Insurance Department and state and federal courts. In addition, Bill also handles insurance-related litigation, including agent/insurer litigation, insurance coverage disputes, reinsurance disputes, claims against the estates of insolvent insurance companies, claims defense and commercial disputes.

Bill has extensive experience in the admission, acquisition, sale, conversion, merger and liquidation of insurance companies. He commonly advises out-of-state insurance departments with regards to company rehabilitations and liquidation matters affected by the Commonwealth’s insurance laws. Bill obtained the first waiver from the Pennsylvania Insurance Department under Section 1033 of the Violent Crime Control and Law Enforcement Act of 1994.

Bill has served as solicitor to The Harrisburg Authority, deputy solicitor for the City of Harrisburg and counsel to the Pennsylvania Senate Public Health and Welfare Committee. He currently is Harrisburg City Council’s representative on the Harrisburg Downtown Improvement District Authority after previously serving as its solicitor. He has significant experience with public finance issues, as well as with the Sewage Facilities Act, Solid Waste Management Act, Public Works Contractor’s Bond Law, Public Contract/Withdrawal of Bids Law and the Municipality Authorities Act of 1945, among others.

As published in Philadelphia magazine, Bill has been recognized as a Pennsylvania Super Lawyer from 2004 through 2013 by being selected by his peers as among the top 5 percent of lawyers in the Commonwealth.

Insurance & Reinsurance - Matt represents insurance companies, fraternal benefit societies, insurance producers (individuals and agencies), reinsurers, third party administrators, and others in connection with regulatory, transactional, and litigation matters. His work in this area includes insurance company formation and licensing, mergers and acquisitions, and reinsurance and other transactions. Matt also regularly assists with matters pending before the Pennsylvania Insurance Department, including market conduct examinations, enforcement actions, consent orders, and agency terminations under Act 143. He also advises with respect to the development of policies, forms, and rates, and guides insurers through regulatory approvals of various types. When appropriate, Matt has also negotiated and litigated policy coverage, policy construction, and bad faith issues, as well as statutory and equitable interpleader cases.

Administrative & General Litigation - Matt has handled disputes on behalf of clients pending before numerous Pennsylvania agencies, including the Department of Labor and Industry, the Department of Environmental Protection, the Department of Banking, the Department of State, the Department of Revenue Board of Appeals, the Department of Revenue Board of Finance and Revenue, the Environmental Hearing Board, and the Public Utility Commission. Matt has also represented clients throughout the state and federal courts within the Commonwealth of Pennsylvania (and several other jurisdictions) in connection with various types of commercial disputes, including in cases involving breaches of contract, business torts of various types, trade secrets, unfair trade practices, land use and real estate, insurance coverage, bad faith, class actions, election law, and many others.

General Corporate - Matt regularly works with clients in connection with general corporate and real estate matters, and is frequently called upon to assist with entity selection and formation, and organizational and transactional matters of various types (including stock and asset sales, employment agreements, commercial contracts, etc.).

As published in Philadelphia magazine, Matt has been recognized as a Rising Star from 2010 through 2012 by being selected by his peers as among the top 2.5 percent of lawyers in his tier within the Commonwealth.
